As a manager, which will you choose, result management or time management in office ?

As we all know, people always like to have free time to do personal matter, miscellaneous things, etc.
It is reasonable.
But as manager, we are under boss's view and control our team. Every office has it own rule, company rule. In some case, we must have sympathy to our colleagues. With some colleagues, we can't control their schedule, like sale man, etc.
As a mirror, others in office will mimic very quickly. They can have many many reason for free time. It may ruin whole system which you try to maintain and build up. But if you reject too much, your colleagues will have negative thinking and it is not good for long term development of your team.

Which will you do in those case, for one arrow but two target ?
