Should we allow casino business? Should we accept for the investment of Las vegas up to USD 6 billions?

Las Vegas Sands intends to invest in Vietnam up to USD 6 billions with an entertainment complex having casino business, but it seems being stuck due to the current policy of the Government on restricting this activity. One difficult question for the Vietnamese Government is whether allow casino business or for the particular case of Las Vegas Sands, accept them to invest in Vietnam with an investment up to USD 6 billions? Thats we don't know yet, however, we are seeing that many Vietnamese go to Cambodia for playing casio, which lose a big amount of investment and foreign currency.
