    I often ask questions, instead of answering, in case of negotiation. And this way proved to be very effective in many cases, because:
    - This will help you delay a decision (to avoide unmatured decisions) while collecting more information from the other side
    - In negotiation, it is helpful to PRETEND to be a silly man with limited decision-making powers. By this way, the other side will keep making concession while you just ask and listen. Asking back a question is a good way that makes you look silly (eventhough, you are NOT)
    - Asking back a question will help you gain initiative in the negotiation. You can drive the negotiator's answers in the way that they advantage you. You can ask the questions that the answerer can not refuse or say "No"

    And it is better to ANSWER a question in the following cases:

    (1) I want to make a decision.
    (2) I want to make a conclusion.
    (3) I want to speed-up the process to support my colleagues to meet the deadlines.
    (4) I want to provide the necessary information to the stakeholders.
    (5) I need to give my feedbacks.

    I would prefer asking a question when something looks like its off track, not on target and or when curious. Give answers mostly when asked and answer after I'm clear in my own mind that I'm answering the question behind the question that was really begging to be answered.

    In my opinion, I will ask my staff in stead of answer the question when I am sure that he / she knows the answer but because of some reasons(lazy to think, not invest enough time for the question and answer,bla bla bla...) to push him / her making a question.
