I always try to promote from inside the company. The benefits are:
- Others see a positive example of career progression and they think "Hey that could be me someday!"
- Promoting from within rewards loyalty
- I can help one of my people progress in his/her career
The benefits of promoting from within are so valuable that I often will promote a less qualified internal candidate over hiring a more qualified external candidate (as long as I'm confident I can train the internal candidate).
Hiring from outside instead of promoting from inside tells your people that you think they are not good enough. You should avoid that if possible. Hire from outside only if there are absolutely no viable internal candidates.

there are many things we need to consider before making a decision.
However, to me, I would like to promote one of my staffs for that position, of course, he/she need to fulfill the requirements (not all but almost), the company has to support him/her for that (training, coaching...). Why?
1. in your staff/team, I believe there are some people spending a long time with company. They all well know the company's cultures, policies, working environment... they have good relationship with other members or other managers/leaders. we all well know each other. Especially, when he/she is considered for higher position, it means that he/she is talent or potential or deserved, then he/she easily to take a chance to move up. it is much easier than a new employee to do that. And it often takes longer time for new person who has to start everything new.
2. it shows our support, as well as our gratitude to that employee. He/she has been doing and contributing a lot of valuable things for our company. her/his passion and desires are really good for us. Therefore, he/she will really be happy for this chance. New position as is new challenge for him/her, it will blow a fresh wind into his/her working life.
They are two main things that let me select an employee in my team/staff for a promotion.
Other people will have different point of views, hope you will find a relevant one.

For the first option, It is good to your company, if the outer can be convincing enough to lead others. Usually Salary must be double or even triple compred to a staff.
For the second option, If I were the staff, I would expect something like 30% - 50% of salary added per month for the new possition. Commonly, Company only pay some hundred Vietnam Dong for "more responsibility charge and that's all" Then indeed do not promote me please! If it is real to your company as well. Then do not choose second option. he or she would not be willing to contribute more.
Please consider more carefully.

The most important thing is what do you expect from a manager. I believe that once you figure out what you need you will find out the answer being asked I am sure . You may lose 2 positions in your organization if you have incorrect decision by using internal resources. I am not saying which one is right or wrong. Both hiring externally and promoting from the within are important and can be chosen relying on a particular situation in the company. If the company needs new "blood" (because the organization are becoming stagnant), new ideas, new processes, new individuals, then bringing a manager from outside the company can be transformational for an organisation. However, promoting curent employees may be cost-effective, inspring other staff. Internal staff may have strategic understanding of their own company, tacit knowledge and a variety of relationships within the company and outside too. Now the best choice will depend on the organisation, not an individual thinking.
