    You raise a very interesting point, which ultimately leads to the question, is this someone you want to hire or not?

    Let's agree that there can be a lot of motivations for someone to move from another organization in the same industry, such as:
    Positives:
    1. bigger role / responsibility
    2. bigger organization
    3. bigger pay

    Negatives:
    4. poor work environment
    5. unhappy with boss
    6. escaping due to fraud or other criminal activities

    In my experience, it's always best to:
    1. understand better the motivation of why the person wants to move
    2. reasons for leaving

    It helps to ask probing questions, from various angles to capture any inconsistencies in the response, so you can identify whether the candidate is genuine or not. Personally, i do a lot of probing into motivation for joining to identify whether the candidate is looking at a career (long term employment) or just a job (short term employment).

    Carefully reviewing the candidates resume also helps to find any inconsistencies. If the person has moved from organizations in the same industry, within a short period of time, then you obviously need to question why the person wouldn't stay in the same place for long. Past history is a decent indicator of future behavior. It could be candidate is looking to move up the ladder quickly by moving around a lot, but this raises the question as to whether the candidate has built up enough credibility / experience to make a meaningful contribution to the company, or whether they're just looking to add another organization on their resume.

    As a recruiter I would hope the candidate displayed expert level knowledge for the position, 'shining amongst' the other candidates, not from the industry. It very important to establish the reason for a move within industry. As the recruiter, in many ways a PR for the company, I must believe that they are seeking professional development, that my company can provide that and if achieved, both the companies and the candidates goals are being adequately met.
    If the move on the part of the candidate is simply lateral, with no apperent benefit provided over their previous position, it may be wise to dig as deeply as possible on background. Follow up references and any contacts you 'should' have somewhere down the supply chain.
    Really, overall, they should be treated no differently than any other applicant for the position other that a naturally higher expectation on the knowledge base for position.

    There are 2 questions I would ask to see 1- how professional he is and 2- how motivated he is, accompanied with 2 tests.

    If he is in the same industry and he moves on to your company.
    1- I ask "who do you know in our company? What is our strategy?"he should definitely know you as a competitor, partner, specialist company and more importantly his target ideal employer. He should easily give you names in your comany or team, and information you may not even know.
    if he can not, he is definitely not the kind of professional who will be deep enough to bring you much more than what you already have.
    2- I ask "tell me about your current work, performance and tactics? How are you/your company successful?", "how much increase would you like? How much decrease of your current salary would you accept during the trial period with us (because we dont know you really)? How long do you think will be your trial period, usually it is 3-month with us?
    If he tells you company secrets, he is definitely not proessional in confidentiality and loyalty.
    If he is not ready to get lower salary to start, he is not confident in his capacity to perform and if he is not ready to decrease salary for better integration... He is definitely in for the money.

    Final question if you are not sure, "prove me that you will not jump 'nhay' again in a few months?"
    Recruiting in Vietnam has been such a Lottery game for me...
